Yes, this is something that has been happening. It's usually what is generally referred to as ransom-ware, where your files are locked away from you (via encryption) and someone demands $500 to unlock the files (by supplying you with the decryption key). Symantec.com lists at least 10 current viruses of this type, as of today, 06 May 2016. (There's about 100 current viruses listed on that page.) A good anti-virus program should help clean up your system.

: This may sound crazy, but all of my pictures (jpg) have been 'hacked' and are now "LOCKY" files and when I further investigated they are connected to a program called RSA (cryptosystem)and Advanced Encryption Standard . . . My son-in-law thinks I have been hacked. I deleted a lot of these files on my desktop, but now I see ALL of my jpg files are converted and the date and time is today 5/3/2016 around 2:01 p.m. and later, which is approximately when I went into the quote program and then had to close because of a phone call.
